The simpler solution might just be to switch the fortifications, so that bot tower's fortified and top tower isn't. That way, the top laner could take their tower quicker and help other lanes earlier, whereas the current 4-man gank situations in bot lane wouldn't always lead to a tower on top of a potential double kill. Bot lane already has a fairly high base rate of snowballiness, due to how important farm control is for marksmen, and making towers the weakest there just compounds that. By contrast, top lane doesn't need fortifications, since it's generally only the top laner and the jungler who go there.
Beyond that, though, there could probably be even more changes to help with this situation. Tower first blood, for example, has led to really frustrating bot lane situations, in part again because bot towers fall so quickly, and if it continues creating problems after switching up fortification, it should likely be removed, and Riot should look into other ways to make lanes snowballier, in a manner that feels fair and doesn't just make early game champions automatically dominate. The Rift Herald needs adjustments, as it's currently still a really unattractive objective, and I think it might be better to make its bonuses less selfish, so that the entire team has a reason to take it.
