@Meddler, Regarding Mordekaiser's state post-Rylais
Stats aren't everything, but last I checked (yesterday) Morde was still sitting slightly above 50% on average in top and around 49% in mid after the Rylai's change. Win rate for experienced Morde players was substantially higher.
That's not to say we won't do anything for Morde until a VGU of course. In particular if something actually puts him in a really** bad spot performance wise we'd want to help him out. So far though we're not seeing any evidence the Rylai's change has done that however. As above it has hit some champs hard enough we'll potentially hotfix them rather than waiting for a normal patch. Morde doesn't seem to have been affected much overall though, possibly in part because few people with Rylai's and a weaker Rylai's slow's a more favourable environment **for him.
So, I get that you're hesitant in buffing Mordekaiser but I feel you're looking at it the wrong angle.
Fact is, Mordekaiser's win rate did drop, which was expected, yet with such a low pick rate that sample size has always to be taken with a grain of salt. OBJECTIVELY Rylais changes were a direct nerf to Mordekaiser seeing that he lost the stats and slow percentage, thus having him get less stats later on as well as him losing some of his sticking potential.
Which leads me to the main concern here. Mordekaiser still wins games, that's for sure, hell, even Urgot wins games. Statistically speaking his win rate only dropped a little bit but we have to look beyond that.
You see, playing Mordekaiser has become a lot less consistent. A lot of kills are lost because of him being unable to stick and the lower stats effectively gimped his late game, the point where (in the 6.1 Patch notes) you said his high point should be.
The issue right now is how AWFUL he feels to play currently, a lot of frustration stemming from how he's not allowed to do his thing. It's frustrating and does leave a sour taste in your mouth seeing that Pre-nerf I would have been able to get those kills and turned the situation around.
Now Mordekaiser is totally Hit or Miss; You either completely DOMINATE or you fail, the discrepancy between high point and low point has gotten a lot more noticeable, which makes playing him a lot less enjoyable.
I was really optimistic about these changes, seeing that it could bring your attention back to him and rebalance him a bit, shifting some power and giving him some love so that he can actually feel really good to play as and not feel like a complete joke at times.
I know, I know, he was not completely gutted in terms of performance but holy moly does it feel awful to see ANY champ with even the slightest bit of Mobility (speedup, zeal items, soft cc) outrun you and you being unable to stick once you're on top of them does feel rather annoying.
Not only this but the lower Rylais slow does force him to buy Protobelt almost every damn game, skewing his otherwise rather versatile build path.
So yeah, keep and eye on him but don't just go by statistics, because we all know that statistics wise Azir should be buffed A LOT.
, good thing his slow is being nerfed

Yeah, not the best but it was funny.
