Why does Illaoi get to deal a million damage with just black cleaver because she has no escapes?
She is ungankable at level 6 and if you fight for your clone you die. If you run you get slowed and tentacles zone you for 10 seconds.

Because you can beat her ult by baiting it out, walking away and then re-engaging as soon as it ends, or just CCing her for the duration of it.
Illaoi is one of the easiest champions in the game to gank.

Mobility is so strong that those without it need to be powerful in other ways
Because not only does she have no escapes, she's very zone-reliant and can only create those zones of influence around herself. For this reason alone it's trivial to beat her in comparison to almost any other juggernaut because she needs to fight on her turf, and you can just leave her turf unless you get CC'd there by someone who is not her.
In exchange for this weakness, she gets incredible power if you do choose to fight her in her zone, to the point where she can sometimes 1 v 5 an ill-coordinated team in her zone of control.
