How come Executioners and Bramble give Grevious Wounds but Oblivion Orb doesn't?

Feels really bad for AD and tank champs to be able to counter sustain champs with such cheap items but then AP champs don't get it with an item that costs significantly more.

Orb is fine the GW item should be a standalone. Orb would be overloaded if it had GW.
