Make an option to restrict self-casting abilities to hotkey only

If I cast a lissandra ult on myself instead of the enemy adc one more time I'm going to rip all my hair out and send it to riot in a flat-rate box from the postal service (I don't have much hair so it will fit and, therefore, ship for a low flat rate).

Yeah, you're right. I wish I could. But I'm a pretty casual player and now that we have some borderline unintelligible options for smartcasting this patch, it'd be nice to see this simple quality of life change for smartcasting as well. I'm sure all the supports shielding/healing/doing whatever to themselves instead of their dying adc can sympathize.
