Since the CDR cap is doubled in ARURF...
Can the attack speed cap be doubled as well or would that be "too broken"?
Mages just feel severely stronger than attack speed heavy champs like Tristana and Kog'maw for example.

It could make the mode even more of a mess than it already is.
Everyone benefits from the CDR cap increase. Most benefit from Energy/Mana/HP cost reduction. Everyone benefits from Tenacity. Everyone benefits from movement speed. Attack Speed buffs are enough to make most Attack Speed-based champions viable.
