Strategic Diversity: Boot Enchantments

"Strategic Diversity" seems to be the running force for all non champion related changes in the game so I want to take a look at boot enchantments. It seems boot enchantments are lop-sided in terms of usefulness with Homeguards being the best pick most, if not all of the time compared to the other enchantments. Furor can be good on poking champions while Alacrity is good for low mobility champions, Distortion is good for teleport users and Captain for following up to an engage. This enchantments do what they are design too but it seems that Homeguard's increased fountain healing not only helps you in defending your base which paired with the speed boost is what they are meant to do but also to get back in lane quickly or re-engage in a fight if the fight lasts long enough or is nearby. These benefits clearly help Homeguards become the default pick so I would like to know if Riot is looking into making the other enchantments feel useful compared to Homeguards, possibly by adding the increased fountain healing to all enchantments to level them out or if my thoughts are off the mark and all the enchantments are balanced.

TL:DR Homeguards seem to outclass the other boot enchantments. Possibly level them out by adding the increased fountain healing effect to all the enchantments

My suggestion would be to increase it's price by 200, and allow for you to pay 150 gold to have a one-shot Homeguard effect.
