Idea to help junglers

You now need in order to gain xp for jungle camps.

What will this do:

• Prevent botlane from starting a camp on level 1
• Prevent toplane from starting a camp on level 1
• Prevent midlane from starting a camp on level 1

But maybe it's to snowbally so whe can do this:

• You now need in order to gain xp for jungle camps (only in the first 5 minutes)

It a hard change & might destroy some strategies but it could help ballance out the jungle.
