Make the shitty jungle items go away.

Allow laners to steal jungle camps of afk farming junglers by allowing them to gain just as much exp from camps as any jungler would. Junglers gain equal exp from minions after all.

Let laners steal camps just as easily as afk farming junglers and we will see people complain a lot less about fucking morons who play jungle but don't know how to.
