Hey riot, remember the mana regen buff for mages? Can Gragas be a part of it too?

My poor fatty is struggling at casting abilities in lane besides in the jungle and even in the jungle he struggles at sustaining. I've spend the whole laning phase forced to farm and was rarely harrassing the enemy laner because I was scared of emptying my mana pool.

If you are not buffing his mana regen, can you at least give back his mana passive from W? where if he drinks he gets 20 mana.
