@Gypsylord Eve changes do nothing to solve her issues
First let me say I really appreciate you coming forward and talking about one of my all time favorite champions! I like direction of her changes, and I'm interested in opening Eve up to power beyond "I suddenly appear and kill you." The only problem is I don't see these buffs doing much for her.
The changes to
's passive and W are aimed at giving her more options in how she moves in the mid-late game, but do nothing to help her where she needs it most. There are 2 problems with the proposed changes:

These changes benefit her in the mid to late game, when she is the least relevant. Either Evelynn is already massively ahead by this point (and therefore doesn't need help), or she didn't snowball hard enough and she just isn't a threat. Better movement at this stage of the game doesn't help her get the early kills that she needs, and if she's not ahead it doesn't fix her relevancy issues.

Her passive and W are the parts of her kit that are still functional and performing adequately. Despite minor adjustments, they're still going to be weighed down by her Q, E and R.
In short, these buffs target the wrong spells in the wrong part of the game. And that brings us to the real issue: Evelynn's Q, E and R were gutted to balance around DFG and the old jungle. The meat of her kit is inadequate for today's League. The blatant weakness of her kit has given her a reputation for being unplayable, to the point of being a staple in Nemesis Draft.
The thing I'm personally most excited for is the passive CD change. It makes you super sneaky in a late game fight that gets drawn out. As long as you don't die instantly it's pretty easy to get in, deal some damage, and get out back into stealth to hide/search for your next opening.
I don't see the practical application here. Evelynn has been built as a tank for the past year because of the nerfs to her damage spells. She's there to use her passive and ult for initiation, and maybe throw in IBG or Randuins slow for disruption. Tank Eve reentering the fight (particularly without her ult, her primary use) doesn't pose a threat. When Eve is built for damage, she's so vulnerable to being kited/peeled and subsequently killed that she won't get the opportunity exit and reenter fights. Giving Eve more ways to approach a fight doesn't help when she's so ineffective in said fight.
The W change overall has felt like a pretty big in/out mobility buff in mid-late game AS LONG AS YOU GET A BIT OF CDR (magus anyone).
We stopped building AP on her because it was strongly discouraged with her E dealing physical damage and her ult being changed to current health— both of which happened because of DFG. When DFG was removed, you guys talked about the new opportunities for champion balance that were created, and then offered Ahri and Veigar as examples. Doesn't Eve warrant compensation as well? AP Eve was gutted because of her interactions with an item that doesn't exist anymore; either compensate her for its removal, or don't balance her around AP builds.
Eve is a character who brings something INCREDIBLY powerful to the game, the ability to dodge wards. This gives her a massive advantage when it comes to ganking unwarry opponents. I can just run up to a guy, sit behind him, wait for him to burn an important spell, and then engage with my allied laner and demolish the fool :D. So since Eve has such fine control over when and where she starts a gank we feel like it's appropriate that her actual contribution to ganks isn't as powerful as say, a Vi R.
I suspect this is underlying issue behind Eve's perpetual balance issues: her passive is absorbing so much of her power budget that the rest of her kit just has to suck. Maybe you can't allow her to clear the jungle effectively, because if she's not ludicrously easy to shut down she's a nightmare with no counterplay for the enemy laners. Perhaps you won't restore her damage, because even without DFG, you can't balance permastealth with a decent assassin kit. If this is the case, now is the perfect time to change her kit around alongside other former DFG mages (Ahri, Veigar, etc). Evelynn doesn't have to have permastealth.
I understand that Evelynn poses some tough balance issues, but I'd like to see them solved sooner rather than later. Historically speaking, this is the second time she's been nerfed to the point of being considered useless. If you can't restore the meat of her current kit, then it just might be time for another rework.
