The state of Wukong?

I haven't played Wukong but I have looked into him and would like to learn him. However I feel like he is really weak in his current state and has caused me to keep to away from in favor of the other champs. From what I have seen and/or know his laning phase seems very weak but apparently makes up for that with how incredible his late game scaling is. However his high mana costs and poor early game trading make it difficult for him to just to go even in lane against almost anyone. It seems to me that he usually comes out behind in the laning phase and remains very weak until he hits his late power spike. IMO, if they made his laning phase stronger and weakened his late strength he would be better but still remain balanced. He looks like a really fun and potentially strong champ but I feel his numbers need tweaking or some buffs are to his kit.
