what if tear stacked based on mana spent?

"Tear of the Goddess creates an odd conflict: it’s the mage item which gives the most raw mana (attractive to champions with high mana costs), but it has to be stacked up by constantly casting spells (something champions with high mana costs can’t afford to do). As such, it tends to be picked up by champions who can spam spells, making them effectively manaless as it stacks. We’re changing Tear’s pure regen to a mana refund, opening it up to high-mana cost champions, not just a select few spammers." - patch 6.9 notes

i think we can all agree that, objectively, this was a failure. its still not built on champions who have high mana costs because often times the abilities with those mana costs do not have low enough cooldowns for it to be stacked within any reasonable ammount of time

this is just an example and i havent really had the patience to do the math but something like this under 50 mana spells could stack 2 mana 50-65 mana spent could stack 5 67-80 could stack 15 80+ can be 30

with this kind of stacking champions like Ryze Cassiopeia Ezreal Urgot would still stack it relatively the same speed because even though their most spammable abilities give less mana, they also have other abilities which cost more mana

it would also help champions that arent really meta like Anivia by helping her stack tear faster

this would help in a lot of situations too and could be a defensive option for mages like Velkoz Syndra Ziggs for when item 3157 just wont cut it

it would now also be an option on champions like Lissandra Morgana Zilean who have high mana costs and arent meta in mid at all
