Can tear of the godess become a starting item?

I mean, wouldn't that be better? instead of having to back 6 minutes later to get it why not make it a starting item? Lower mana regen and mana. Maybe it could have a lower cap like 500-400 mana and when you upgrade it the cap gets to 750 until you max it, then it still become 1000.

I played a game with Cassiopeia on the twisted treeline and starting with a tear is definitely better than having a doran's ring. It would be amazing for champions like that need to stack mana in order to be able to make a good use of their kits. It might also make the item more popular since most champions don't want to spend money for a tear on their first back because other mana options are cheaper and more efficient early on
