Why would supports need M-pen? To do more damages?

The supports that are looking to do damage are probably something like Annie or Zyra where they have no heal, or are people who took something like Nami mid and this would just create a problem where one didn't exist.

We build AP to increase the effectiveness of our heals, no real need to change that. If it's a problem and Riot feels it that way, they can just improve the coefficients on the spells.

No, it was a legit reply. I never build magic penetration with any support champion except Lulu, and only because it's an added benefit from Wit's End. Why Wit's End? So she has some basic attack DPS, and I know how to nickel and dime her damage so she's surprisingly powerful. When would I be basic attacking enemy champions? Shortly after I whimsy them.

But yeah, right now there isn't anything to make heals better aside from building AP. Just because you're a support doesn't mean you're banned from building AP, and I think it's that mentality that people have to break themselves of. If Riot thought supports shouldn't build AP, they wouldn't have given them AP ratios.
