how come some adc's can build triforce and are allowed to deal more damage then they should

This isn't Dota. More caster oriented Marksmen (i.e.: Ezreal, Corki, Graves) have mid game power spikes and have relatively weaker lategame damage compared to hypercarries (i.e.: Tristana, Jinx).
Kog'maw can trade lategame power for midgame by building triforce. Nothing in this game is free.
junglerboy161 votesADCs have power spikes just like every other champ. The ones who are particularly strong early are lane bullies with high base stats that fall off hardest, the Mid game ones are usually caster types who start weaker than lane bullies, and don't have as strong a late game, and the late game ones usually have huge steroids and/or range that take a long time to ramp up so that they go from VERY weak early to VERY strong late.
