How hard to pound trolls
How hard do you think the punishment against trolling would have to be in order to chop its rate by half?
Do you think that would ruin the game for all?

It would probably make it significantly less fun.
trolling has essentially come to mean "not fallowing the meta". Picking champions that aren't in the top 50, using an alternate build path, using unpopular items, using unpopular summoner spells.
I don't see punishing that take or anything close to it as helping the game's health.

You would still have a human element to say what is trolling in the tribunal. It isn't a question of what is trolling but how hard you should punish it. I play Teemo and Heimerdinger support. I haven't been punished for that yet.
It would have to be pretty serious, and there'd be a lot of issues. Anything that's not the most popular way of building can and will be construed as trolling. Giving away first death is already a huge point for people to start bashing you and calling you a feeder.
Honestly, I doubt people who troll would care. They can just make new accounts and continue to be toxic so it doesn't affect them too much.
A lot of immature people now consider "trolling" not doing what the pro's do or build, so that shouldn't be punished. Yes, it is possible what the player is doing isn't the most "effective" way to build, but it is right that the player is allowed to try things their own way. As long as they are actually trying to win and working together with the team, it shouldn't matter what they get.
But they would have to start at level one every time. I have often thought it would be cool if Riot banned every account that came from a particular ip address. Awesome. "Sorry, dude. I got US banned cause I was dicking around." Friend replies, "what do you mean US BANNED?" Proceeds to kick friends ass in real life. JUSTICE.
True, but that isn't fair to the other people who weren't actually being a troll. I mean, how would YOU feel if you had a sibling who trolled and got YOU banned because of their poor behavior. Also, having that person start over again at level 1 causes another problem with them being toxic to newer players who are just trying to start out in the game. I do feel that low level queues are horrible, with smurfs and try hards who flame new players for not knowing a game they never played before, but adding trolls to the mix makes it ever worse.
That is like asking what if I had inconsiderate assholes in my family that derived pleasure from the misery of others. The odds of two people in one house playing LOL and they not both be assholes.... what is the probability, man? I'm older but me and my brothers just don't come from a family like that. I couldn't begin to understand the mentality of someone who screws with others so much they need a corrective. But that is a troll.
