When are you allowed to trade with another teammate for their selected champ in draft?

"I don't want to first pick Kat..."

After everyone on both teams has selected their champion, same as always. The difference is it doesn't show the icon unless both players have the champ.

After every player has locked in their champions, during the 30 seconds you have to adjust runes/masteries/summoner spells/etc.
