It feels a bit wierd to punish a premade for a person in it Dcing.

The reason being that contrary to what Riot believes, most pre-mades do not know the person irl, or have any influence on the person's internet/PC. I find it funny that if i decide to play a game with people on my friend-list(because riot encourages it and punishes solo play) and they DC it is somehow my fault. Not only that but this system promotes abuse by forcing the pre-made that didn't DC to say no since they will lose LP 100%. What in the world are you thinking!?

Bear in mind this is from a person who hates dynamic queue but the problem you will run into even if you disagree is that in normals the system will see a lot of use because there's no penalty but in ranked where you really want it, it will not get used unless its a duo queue but 3 or more you are basically screwed.

I don't actually know any of my league friends that I play with frequently in real life and the ones that I do know irl live like an hour away so why should I get punished for my friend disconnecting it's not my fault. I don't know much about this new sustem so if someone could provide me with a link or just give me some info it would be much appreciated.

It's a step in a right direction, and no system is 100% fool proof. You have to admit it will solve some of the issues.

Normal it will solve the problem, Ranked it would solve much of anything unless the DC'ed person is a solo player.

i mostly play solo and sometimes duo (rarely 3s,4s or 5s). i think the solution to this is to play norms a bunch or get to know the people you're playing with a bit to make sure that they probably won't dc. there's always the chance of a power outage or something, but most of the time it won't affect the premade if you've played with the person before. if you think they're gonna not connect or dc or something just don't play with them.

That's not true, most people at least do that much and the DCs you see from pre-mades are not something they expected or had any real control over. They have the same control over a pre-made DCing as a solo player does yet leagues "dynamic queue" promotes grouping with friends.

If you have a history with this person and are well aware that they don't usually have internet issues, than the instance in which it does happen will be a rare chance. I don't understand your protest here when it would be a very small statistic.
