if i block a person, why am i forced to play with them?

we all have those solo Q games when someone start flaming, and telling you how much you suck and how useless you are. and how their support is garbage, etc etc. what do i do with bad mouthy players? i block them. i dont want to deal with them and their bad manners.

now my question is....why am i forced to play solo q with them?
