Doesn't Elise need a rework as well?

We know that Janna needs a rework because she's ridiculous whenever she's meta. What about Elise? I feel if a champion literally gets nerfed at least once every season there's a problem beyond just decreasing her numbers.

There isn't any issue with her kit, the meta shifts as power does.
