Tier 2 Boots Remake
I think the current tier 2 boots have overlapping designs and never really feel unique. I think it would be a good idea to diversify the tier 2 boots further and standardise them at the same time. First of all, smooth out boot upgrading recipe paths (it's not fair currently having an easy recipe for mercs but needing to chunk 600 for swiftness). Boots of speed could be changed to the following:
Boots of Speed (Cost 300)
+15 movement speed.
UNIQUE: +10 movement speed. (This means you can buy a pair of boots, at reduced efficiency)
[Alternatively you could simply add a new item called acarity which gives +15 movement speed at 300 cost, then change these boots of speed to full unique again)
Boots of Swiftness (Cost 1000) Recipe:

+55 movement speed.
+30% slow resist.
+10 movement speed when in your own base.
Boots of Mobility (Cost 1000) Recipe:

+35 movement speed.
+45 movement speed when out of combat for 4 seconds. (in addition to the +35)
+10 movement speed when moving in the jungle or river.
Ionian Boots of Lucidity (Cost 1000) Recipe:

+45 movement speed.
+10% cooldown reduction.
+10% cooldown reduction to summoner spells and activatable items.
Sorcerer's Shoes (Cost 1000) Recipe:

+45 movement speed.
+15 magic penetration.
Furor: +10 bonus movement speed that decays over 1.5 seconds whenever you deal damage with a single target ability.
Beserker's Greaves (Cost 1000) Recipe:
+
+ 400
+45 movement speed.
+30% attack speed.
Furor: +10 bonus movement speed that decays over 1.5 seconds whenever you deal damage with an auto attack.
Ninja Tabi (Cost 1000) Recipe:

+45 movement speed.
+25 armor.
Reduces incoming damage from all basic attacks and single target abilities by 10%.
Mercury Treads (Cost 1000) Recipe:

+ 250
+45 movement speed.
+25 magic resist.
Tenacity: Reduces the duration of all crowd control effects by 30%.
In addition to this, the T2 don't have unique stats because once you purchase t2 boots you can no longer buy any sort of boots.
As they all share the same cost (and comparable build paths) they can also be swapped at the shop for a small cost (say 100 or 200).
