Proper Thornmail Remake
There are two main problems with Thornmail at the moment.

It scales from armor to avoid fighters/bruisers becoming too strong with it. This is a problem because it's undertuned to prevent armor stacking becoming completely god-like

Even though it scales from armor, the main threat to champs who want thornmail are AD carries. They can still usually sustain through the return damage anyway, making the return damage a bit of a fad in many instances.
I think Thornmail should be changed to:
Thornmail
UNIQUE: Reflects 20% of the physical damage taken from basic attacks and on-hit effects back to its source as magic damage (Calculated before any resistances or reductions are taken into account).
Grants STRANGLEHOLD if you have at least 200 bonus armor.
UNIQUE - STRANGLEHOLD: Reflects a further 10% of the physical damage taken from basic attacks and on-hit effects back to its source as magic damage (Calculated before any resistances or reductions are taken into account). Additionally, self-regeneration from these basic attacks is reduced by 30%.
This puts us to where Thornmail was before in terms of raw damage (but it costs more now). But, this also addresses the abuse cases of fighters buying it and becoming completely unstoppable by ADC's with so much return damage.
To reduce sustain from ADC's you need self-regen from the basic attacks to be reduced. You cannot give Thornmail grevious wounds, however, because this count become unfair by preventing other sustain from functioning properly such as
