Low level free rotation

Do the low levels(like 1-6 or something) keep there free champions? a few days ago I was against a lv 3 player(you know,the kind of player that gets the most OP champ for free and decides to put ez in chat even though there new.) with lux,i remember when I was low level(a month ago or something. maybe even like three weeks...)lux was in free rotation (never used free champs as I prefer to buy them rather then depend on some limited time deal to get my wins to find out Shyvana is expensive.) was lux just in free rotation this week or do the low level trials just stay the same?

nah they dont get to keep them, it;s sort of a point of contention that people should either get to pick a few champs when they get out of the level bracket with free champs or that IP prices should be effectively lowered, either through direct means or through raising the amount of IP gained
