Riot should be posting banned champs for competive

Now that meddle make a statement about the Rivan CC cancel bug; I was wondering if she had been banned from competitive for the length of time that they (riot) knew of it.

This raises the question has been locked out of competitive and in order to not spread the word of the bug on the public servers? Should the normal players know what is locked out of competitive so we can use our bans or pressure riot to fix/lock out the champs for us also?

Do people just not care if something is broken? Feel it is not worth them knowing?
