I'm pretty sure he is more famous for his heavy CC rather than the damage he deals.

Not necessarily, his cc is very unreliable and an opponent quick on the draw could easily sidestep all his abilities. If you hadn't notice they all have obvious sound and visual indicators. But if played by an experienced sion player, he CAN do a significant amount of damage. Again however sion is a very hard champion to learn, as you've seen it took until patch 5.5 to hard nerf him after his release because no one bothered to learn to play him, many viewed him as weak because he was so unreliable, and funnily enough since his release he's only really been nerfed. ( with the exception of his 2 buffs to q and w ).

I'm a Sion main, and there are 3 things I keep in mind to master on landing Sion's slow heavy CC:

timing
positioning
patience

I'm not like all those idiots who plays jungle Sion, ganks a lane by hitting Q first before E then complains he sucks. It takes some time into mastering Sion's slow heavy reliable CC once in a while. To me, both the E & W damage nerf really doesn't bother me too much. I find the new Q upgrading instead of E seems interesting.

I agree with the fact that the sion "spam e win lane" strategy was getting out of control, however i don't think his w warrants this kind of nerf. This would probably ruin his effectiveness in the jungle early, and make his shield near useless at early levels meaning no one will upgrade it until they can commit to just it, that also means that he would not really be able to use it for any damage until it is at max level. I think sion doesn't need more nerfs, but if riot plans on nerfing him, this is not the right way.

Also, i happen to play sion a lot (he is my favourite champion) and i do know how to land a half charged q using his e's slow. I understand the difficulty of landing his abilities when an opponent is quick, and that the points you've stated are ever so important when it comes to playing sion well.

I found it hilarious when I went up against a Sion as Singed. If by "Immovable" you mean stuck under turret, sure! I agree! :P
