Frost Queen's Claim and Support Utility

#My Issue

In season 3 Riot reworked Supports, giving their Utility scalings that were mostly Ability Power. They did this in order to improve their late game relevancy, I believe, and since that would have only been possible through 'damage', as that was the only thing of theirs that could scale, they instead gave Support items more Ability Power and Support Utility Ability Power scalings.
Now, the issue I'm addressing isn't a big one at all, I just wanted to question it: Frost Queen's Claim.

It's the 'damage' item of the three Support gold-income items and it grants you little Ability Power, but a flat-damage passive.

I'll just let that sink in ;) Like I said, it isn't a big issue, but wouldn't it rather be better for the passive to restore Mana and the Ability Power to be greater? It would buff Support's Utility by a little. Instead of the 'damage' item, Frost Queen's Claim would become the 'Ability Power' item, usable by all who need it.

Here're my suggested numbers:

item 3303 Spellthief's Edge

  • Ability Power: 5 --> 12
  • Mana Regen: 25% base Mana Regen per 5 seconds --> none.
  • Passive Damage: Basic attacks and spells deal 10 additional damage --> removed.
  • (NEW) Passive Mana restore : Basic attacks and spells restore 8 Mana (and grant 5 Gold. This effect can occur up to three times every 30 seconds. Killing a minion disables this passive for 12 seconds).

item 3098 Frostfang

  • Ability Power: 10 --> 25
  • Mana Regen : 50% base Mana Regen per 5 seconds --> none.
  • Passive Damage: removed.
  • (NEW) Passive Mana restore: Basic attacks and spells restore 10 Mana (and grant 10 Gold. This effect can occur up to three times every 30 seconds).
  • Penalty: Killing a minion disables this passive for 12 seconds --> 8 seconds.

item 3098 Frost Queen's Claim

  • Ability Power: 50 --> 80
  • Mana Regen: 50% base Mana Regen per 5 seconds --> none.
  • Passive Damage: removed.
  • (NEW) Passive Mana restore: Basic attacks and spells restore 15 Mana (and grant 10 Gold. This effect can occur up to three times every 30 seconds).

In the end, 30 Ability Power isn't that much, but it's still ...

Soraka W: 18 more heal on others per heal | R: Up to 25 more heal Sona W: 6 more heal and 6 more shield
Lulu W: 3% more Movement Speed | E: 18 more shield | R : 15 more Health
Janna E: 21 more shield and 3 more AD
Nami W: 9 more heal | E: 1.5% more slow and 6 more damage per attack

Yeah, only Soraka's really convincing, but still. It's Utility ^^

Counterpoint

My version of Frost Queen's Claim would force you to play aggressive in order to regenerate Mana and would be therefor nerfed in the stale late game when there aren't as much fights and poke-situations. Also, since it now simply restores Mana it would be harder to indirectly balance Supports, as you can no longer do that over the 'base Mana Regen' value. I don't know if that's relevant, though.
