How does nautilus and lulu get buffed but gangplank is left Untouched..?

I just dont think its fair that perfectly viable champs ( naut and lulu ) are getting buffed for absolutely no reason when they are a pain in the ass, But gangplank is still left the same ( Overpowered )

why would they buff a champion that is consistently being seen in pro play and doing well in it?

They are doing it for Worlds coming up. Guess they want to make it more interesting?
