I think the balance team misunderstood the Vlad rework from the start

Note: these are my thoughts on tank Vlad and how he could have been more balanced without being completely deleted

Ever since Quas played tank Vlad top the balance team decided everything wrong with Vladimir's kit was his ability to scale with tank stats. I remember the patch notes in 6.13 which set the direction of all his future nerfs:

I thought classing him with tank Fizz and Ekko from the start was a bad idea due to his low mobility and substantial differences in kit and playstyle. Essentially, Vladimir has a way of regulating his effective health though spell HP costs. This lead to the opportunity of creating the following formula:

Vlad is tanky if he isn't dealing damage AND when Vlad deals damage, he isn't tanky

I think it would have lead to a lot more interesting gameplay if the design team had decided to instead increase the HP costs of his E so that the 5.5k HP Vlad would think hard before trying to pull off a fully charged E in the middle of the enemy team. Another mistake was, I think, removing the update where he solidified upon detonating E in pool (right after the rework W would be interrupted if E was detonated, giving enemies a window of opportunity to burst him down while he Qs).

Essentially adding more HP cost on E and possibly a longer channel time (imagine a cost of up to 30% current HP, making a 5k hp Vlad a far squishier 3.8k mage after one E) would have lead to a mage who is incredibly hard to make a pick on because he is unburstable, but becomes fragile and high risk once the action starts (that also will be easier to balance if he can't Q while charging E). This would have made him far more distinct and interesting, at least in my opinion.

Do you guys think this would have been a better design direction to take our troublesome blood mage in? I'd love if someone with more design experience/a Rioter shares their thoughts and concerns on this idea.

Best wishes, a Vlad player

EDIT: what if the % HP cost on E scaled with HP?

My personal preferred direction for Vlad was when he could essentially count as a "Mage Juggernaut"; a character with a very limited range of influence and virtually no cc, but high damage, sustain and survivability from up close. Someone who's all about extended fights to ramp up his output overtime and come out on top.

I think Crimson Pact is what makes Vlad a balance nightmare - whenever that passive is actually good it gives him access to a metric-ton of free stats and makes him impossible to handle in fights. I don't know why Riot doesn't go the Ryze route, and give Vlad's spells new health-scalings on his abilities in tandem with his AP (with adjusted values, obviously), and rework his passive for something new. It is just not an interactive, or balanceable part of his kit.

He probably does need a new passive. It gives him too much value in his kit. It means that his late game build gives him more effective stats than any other mage in the game.

If the % HP cost on E scales with total health it disincentivizes him to build tanks at all. It would be like Soraka and her W but worse.

Vlad is a mage juggernaut. Unfortunately l, lcs big plays nerfed him into the ground.

Only horrible people lose to Vlad in lane. They gave you the ability to 100 percent outplay his Q and E.

He was picked in Lcs because he could lane against current mids and his ultimate.

His passive is a shell of its former self and is straight up garbage.

Vlad's E cost scales with 8% of his maximum health already, so he does pay a larger cost as he builds health. At this point, though, Vlad really needs a different passive: not only is it a boring stats-for-stats effect, its very purpose is to make Vlad converge towards a mix of tankiness and damage whether he stacks pure health or AP, which is neither interesting nor all that healthy. Another issue with Vlad is that his sustain is all over the place: three of his four actives heal him in one way or another, but there's no real connection between any of those, and it mostly scales with his AP, which muddles his durability and damage even more. I think his innate should be changed to be the core of his sustain engine, and it should scale with health, so that building for tankiness would make him a better drain tank, and building damage would just purely increase his DPS.
