They halved the chime count required to unlock his passive abilities

so at 32-33 or so chimes, he gets his big wave of meep splash, ( I don't know if riot actually follows how rounding works like the monkeys they are)

so it isn't really that defeated.

No, it's good how it is, ive played several bard urf games and if you can manage your chimes efficiently, you should have no problem.

You only need 2 chimes for each upgrade in urf.

Some champs really feel like normals in urf....
