About mana regen, athenes and blue buff

I think there is an issue with mana regen and blue buff in the game at this moment.

Some laners are not capable off holding their lane after buying an item made to solve their mana problems (when manaless champs are top tier more or less)

Some junglers *** really*** need the mana regen from blue buff and have to deal with mages that cry to have the 2nd blue buff .. aka some jungler are barely viable because of that.

It enforce the meta when mages need to be mid, to have blue buff or they aren't really viable..

I think blue buff should be really bad on laners until late game (for extended fights) and it should belong to the jungler and empower their presence in the game for the first part of the game..

Riot should balance mana regen itemization for everybody without blue buff to be in the equation (or much more rare ex: anivia) .. even if that mean the mana regen work differently. Blue buff should be as good on mana champs that they are on energy champs or something close.

Tldr : When there are champs without mana that are so dominent, it should be balanced to buy an item just to solve your mana problems (chalice). And blue buff shouldn't be the solution.

It's about composition, really. Don't have 2 mana hungry champs in both mid and the jungle.

It's true that you shouldn't take 2 mana hungry champ in the same team but I still think it's not properly balanced right now. There are too much champs that want blue and mana regen itemization is not strong enough.

there arent very many champs i can think of that need blue after their first clear in the jungle. i mean sure, it helps, but its far better to give it to the person who's actively trading in lane.

as a jungler you have the option to not spam all of your spells on a camp for maximum clear speed. sure, you clear a tiny bit slower if you're relying on one ability, but if it's the difference between giving your mid blue or not... well that's huge.

amumu for example - it's not like you need to use your Q or E for jungle clear. it speeds you up a little, but if you just rely on W alone then you'll clear at a reasonable pace and you won't go oom even without blue.

But blue buff is not meant to help clear the jungle, it's supposed to allow to clear the jungle + gank/countergank/counterjungle. It's supposed to spike the jungler presence for the duration. I don't like the fact that it's more powerfull to give it for your laner even during laning phase.

And it completely unbalance mid lane if you have 2 mana laners and one get blue and the other don't. I actually think it's a big problem. The way mana regen + blue buff is balanced is you can't actually make the choice to not give blue buff without losing mid lane and it's not okay. The blue buff doesn't belong to mid lane, it should be reworked as a jungle buff and not balance (or unbalance) the mid lane.
