Pretty much.
In a team fight a few things are a factor.
Enemy health bars often get in the way of the targets you need to kill. Someone like wukong can issue his point-click gap close command from stealth. Or he can flash E+Q+Ult and stealth out. Champions like Talon or Zed are pretty telegraphed. The enemy usually needs to be out of position. Khazix is difficult because he needs the kill to get away since his stealth alone is usually not enough to escape (unless the fight happens near a bush and he evolved his stealth.)
Also consider enemy players who stack up to protect vulnerable targets, or who simply spam CC on the assassin. The time it takes Wukong to delete someone is WAY fucking less than Talon or Zed, and Wukongs combo is much safter than Khazix's.
And then add in that Wukong can build health and tankiness better than assassins, and his passive helps with this too. Something like an Omen makes sense on Wukong because it makes his ultimate even more dangerous while making him live longer. But an Omen on Talon? Rarely seen. Same for Zed.
I used to 1 trick wukong a few years ago and I'll honestly say as a Kha and Talon player that Wukong feels much stronger and consistent. Isn't he a bruiser?
