How to play vs Viktor?

I don't really get why all of a sudden 2/3 of my games in mid are against him.. but it seems like no matter how poorly he may do in lane, in team fights he just destroys. Do you need to snipe him with assassin? Bait spells and run? Not sure what the best strategy is here since his aoe is just so long lasting and long range. Is anyone banning him right now?

Viktor is going to get his nerfs again.

I really honestly don't have advice.

When I play Vic mid after I get tier one upgrade to hex core and grab a rylais I kind of become a god.

Maybe blow him up? I dunno...
