Still problems with high level accounts destroying low level accounts

Now I'm not saying that a Gold V player shouldn't be more skilled than a level 12 player, they should. I think the average Gold V will do well versus the level average level 12 player. However there are specific champions, or matchups, where the imbalance is far too noticeable. I shouldn't be taking 200+ damage from a Morgana Q if we are both level 5 (in-game), and similarly I shouldn't be taking 170 damage from a Wukong E then 200+ damage from a Wukong Q if we are both level 5 (in game). These numbers are just absurd.
