Am I the only one that think's Zilean's w is dumb?

For a guy that is about time, Zilean's w ( reducing his spells cooldowns) seems like wasted potential I know Riot wants him to be a support, but how awesome would it be if it instead did _Rewind : Reduces an ally's cooldowns by 30% _

Instead of,

Rewind: Zilean reduces the cooldown of timebomb and timewarp by 10 seconds

As it is, his passive looks dumb. They might as well change it to a Lissandra-esque passive like "Passive: Foreseen-Future : Every 10 seconds, Zilean can cast a non-ultimate spell with no cost. Basic attacks reduce the cooldown by 1 second"

so that he can still cast his double bombs/ double time warps

He looks like a friggin god ( look at his splash art, dude looks powerful) and yet all he does is run around throwing bombs and... getting the ability to throw MORE bombs! :D I know that such a spell would be difficult to balance, but his w has so much support potential. Maybe even increase an enemy's cd? refresh your ally's summoner's spells?

I'm just throwing this out here, Any thoughts community?
