Should mastery 5 be required for ranked in low elo?

Mastery 5 is only ~20 games. It's not a long time. One of the things that makes matchmaking so RNG in low elo is that people play random champs and champs they aren't familiar with all the damn time. You have 5 types of low elo champ selects:

  1. The guys that are picking their level 5-7 champs
  2. The guys picking whatever worked on youtube/LCS
  3. The guys playing a random champion that is supposed to be OP
  4. The guy who didn't realize you could get a secondary role and picks random
  5. The counter picker that who has no idea how to play the champ and a 40/60 champ of feeding

Out of those 5, which would you say is the healthiest and competitive for LoL? Seems like 1 to me.

you need to consider that you would have to have at least 16 (20 with 10 bans) lvl5 champs to be able to play ranked at all.

apart from the fact that some people are simply all-rounders and comfortable on champions after 2-3 games already.

and some champs are so brainless that you can literally pick first time without drawbacks anyway (COUGH Janna COUGH).

They may be comfortable but that doesn't mean ready. I can be comfortable all I want but if I don't know who wins the match up I lost the match up.

There are so many other games that require you have a certain amount of champs, and a certain level before playing Ranked. I think it is a good idea to have Level 5 Mastery before playing Ranked. I think it will make the matchmaking more accurate.

If you don't have mastery levels, then it's time to start playing.

I would go as far as saying at least 2 masteries per role. That way, you're familiar with that role and what it entails.

Also, the people who disagree are going to be the ones who don't have any.

No but at least 100 games in normal SR play should be.
