Changing Champion Releases / Reworks (Read Desc)

I understand some people will put the effort in to learn these champions off the bat and actually learn them, but as is Champion releases are the worst week of everyones life in league. You go into norms and the new / reworked champs gets banned or picked and its an instant dodge. You have to do this for generally 30+ minutes before you get a team that won't dodge. On top of that, because of this reason, you get your ranked games filled with first timers on the new champion just because they want to play the new champ, not caring if they feed their butts off making you take the L for the game.

I'm not saying actually that we should make them unavailable, but I feel like new champion introductions / reworks needs changes in general, or atleast the dodging system. Atm, champion releases are one of the most miserable weeks of quite a few peoples lives, and I think it should be addressed in some form or another.
