Our first meme build, 
could actually make a pretty thematic CRIT-ADC without ruining his capacity to be a mage. By adding simple crit mechanics to his kit.
If the original kit were to be kept in tact, Then I would give his fear the ability to crit, for double duration (Double and a quarter with IE of course), while he crits you more. I would give his E a low AD scaling but make it deal adaptive damage, and allow it to crit, and his W would of course also have the same mechanic. His R would increase all crit damage by 20% and each tick of damage would help to stack an energize effect.
IF WE WERE TO REWORK HIM IN ENTIRETY This boi would get his E on crits without the silence, and A duration scaling fear effect on crits, his E would have a field of silence, in which he would be the only one who can cast (To use his spookiness of course) .
Can't ever be reworked because crittlesticks can never be lost.
