Question About Adaptive Runes On Non-Stat Item Starts

From what I understand, Adaptive Runes give you stats based on your build-path (building more AD gives you AD from Adaptive Runes while building more AP gives you AP from Adaptive Runes). It's different from Camille's passive which focuses on the damage type of the target instead of their build itself. What do champions that don't start with an AD or AP item get?
