They did it with Sivir day 1 when she got that crazy buff, time for them to do the same with Galio.

the thing is tho, galio can not wait for his second rotation or survive long enough to reach it if he builds ap.
so now what were witnessing is when galio does have the burst damage on Q, E, and passive to 100-0 someone.
when originally his AP ratios were just below that range. even if he built ham damage he could never reach 100-0.
this is what happens when you dont have a damage dealing ultimate to rely on.
what i originally told riot was he needed a stand alone ultimate to use without team mates. hell warding or allied turrets would have been better than current ultimate. current galio can not be balanced around AP mid lane. at all. cooldowns are too long and he can either 100-0 or he cant.
If you do a AP HP build you'll be hitting 300-400 AP... Which isn't OP
People are seriously overhyping this buff just like how they claimed Veigar was gonna be broken because of the W CDR change.
what could they have done to sivir to require a hotfix?
