Why So Many Skin Chromas?

...and so few champion chromas? Where are the base skin chromas? You know, the ones everyone has? Wouldnt it make sense to make sure every champion has a chroma before giving chroma to skins?

Is there something we dont know? Do base skin chromas not sell? Do they reduce the sale of skins? There must be a reason because this seems a bit silly to me.
