Certain junglers (and off-junglers) NEEDED that to clear adequately.

Are you trying to kick them out?

Then remove the sustain part of the Trailblazer and just have it deal that blast damage/stun.

Hunter potion and machete allow greater sustain in game. Some peoples clear is hurt true, but they added extra move speed in the jungle. Once you get cinder or runeglaive your clear is a million times better. if you are AD and have too big a problem with clear you have 3 aoe melee items now. Also with more fragile turrets and herald the jungler is incentivised to power farm less which makes rangers worse. But i imagine the main reason is it would hold people back from other options

So... they want tanky Champions with no AOE to just GTFO of the jungle?

My jungle Leona is doing REALLY poorly without that Trailblazer's AOE. (And don't start with "Leona's not a jungler"; I could also list Nautilus or Rammus).

Then focus on farming a few camps and try to make some plays. I feel like the problem isn't the lack of trailblazer but not adapting your style to the items you now have at your disposal. Maybe run a bit more attack speed or ad, take a potion, rush your cinder rather than your smite or try to get your top laner their herald or flash zenith the bot lane to blow summoners. One of leona's best advantages as a jungler is that since she is designed as a support she functions amazingly well when behind on gold or levels.

Not quite. If she's behind, her opponent jungler can just dominate her jungle and prevent her from making any moves without being intercepted.
