in my opinion from just looking at the passive, nasus has the strongest passive in the game. 10% lifesteal to begin with, going up to 20%.
ignoring the 15 ad, nasus passive is basically 500gold FOR FREE and goes up to 1k gold. he starts the game almost 2 kills ahead.
considering the ad values champs reach, 20% is godmode.

because she gets free move speed out of her passive and it gives her access to another item slot. Unfortunately 
exists so in practice you'd have to use that slot on an item that gives you a passive or active that's more valuable than just raw AP.
- interesting because he gets constant AoE damage but it's very hard to put a number on.
- part of why he's broken after the lack of counter-play.
- partly enables him to go support
- helps enable him to be able to play mid and it removes creep block from fizz mains.
- 0/5 katarina gets a reset and then hard carries the game. It's pretty good.
- puts the game on a timer, so it's pretty powerful.

AlienPrimate1 votesFor those who don't know which there are a lot of in my experience playing him top lane and getting "what is that attack speed" after my first blood:
After casting an ability, he gets DOUBLED attack speed on his next 2 attacks, does bonus magic damage on hit, reduces the cooldowns of his W and E, and gives a heal charge on his Q (resets his Q cooldown and increasing the healing it does for each hit).
What people don't understand is the doubled attack speed part. This isn't just 100% attack speed. If you take alacrity from precision and use 9% attack speed runes you get 127% attack speed for a total of 152% attack speed bonus. Build a single attack speed item with these runes and he breaks the attack speed cap while having a free wits end damage on hit passive.
Now for the reduced cooldowns on hit part. Imagine if a different champion permanently had the spear of shojin passive. That is Taric. This is why Taric is trash in urf because he is always playing urf anyways.

If you considered it in a vaccum, ignoring other aspects like you said, nasus has no passive because he has no auto attack, range or attack speed to speak of and can't proc said lifesteal. Any passives that have effects based around champion abilities are kinda automatically disqualified from this list, since actual active abilities are discounted, unless the OP decides for some specific case exceptions.
