Okay, here's the scenario, Lulu with max attack speed, plus Essence Reaver means she can have someone polymorphed for over 8 seconds, or Teemo can have someone blind for over 8 seconds, and with item cooldowns, who knows how often Teemo can do it.

I honestly like it since we might see multiple ultimates per fight, if it reduced less if would be irelevant and even then it doesnt reduce maximun cooldown

This item seems like it would throw Teemo and attack speed Lulu into the meta, as going against them solo would be impossible.

SSmotzer2 votesI see, so what happens in bronze and silver is irrelevant to the actual game. I mean, it's not like there are some champions in low elo that can just win a game for a team, and is almost always banned, while in high elo they are seen as a joke, and vice versa.
So a meta changing item won't change the meta?

Baka Red1 votesSilver is the rank that has most people in it (48%). And if you add in the Bronzes we have "Most people". Sure, Teemo might not be played in high elo or can be considered troll pick there, but that doesn't mean he isn't played (I only see him in ARAM though, since I do not play elsewhere). The concept of consequent blinds/whimsies whatsoever sounds quite scary to me. Even if you might not think so now, I think you might feel differently if that second passive hits Live.
Edit; I agree with you that it will be used on Ezreal and most likely also on Lucian (I am not too great with the latter, but I can see it working with him).

I mean surely this works on champs like Renekton really well because of his W, you Ult, go in with E, auto, Q, auto, empowered W, Q again etc.
With Black Cleaver and this, he has his 40% cdr he needs and then can build more tanky items like titanic hydra and Dead mans.
The way the passive works, sounds like an engage item where you ult first to 'go in' and most champs like this are divers.

. His R counts as an ult, which means his other abilities will be on hyper cooldown reduction frequently. Just don't use R in monster farming, but initiate fights with it and Viola..... tons of Tiger strike resets.

RIP Tahm Kench1 votesIt still has a 30 second cooldown though. I was just about to mention that transforming champions might be too strong with this item, but it has an internal cooldown of 30 seconds.
It still is pretty useful on a champion like Jayce: Ult to gun stance, EQ and then use W to refresh ~50% of EQ cooldown in one second. It can be even more useful if you switch between stances while the passive is up: EQ (gun) > W > R > WQE > 3 AAs > 50% refresh on 6 abilities
Azadethe1 votesTry a CDR based Udyr vs a AD/Attack speed Udyr sometime, and you'll find CDR steroids him. The only reason it's not run that often is because CDR builds offensively generally make Udyr Squishy situationally.
You only need one proc to kill someone. Even when on cooldown, it's still a 20% CDR 70 AD stick, which regenerates his Mana.
I don't see the 30 Sec Cooldown as being a problem, unless you expect to kill someone every 10 seconds, or are building Phoenix over Tiger (which since it'd be an AD build, would be goofy)
Ryusaether1 votesIt says it has 30s cooldown, so I don't think so. You will just have that passive the first time you cast your ult (lasts for 10s), then it goes on CD for 30s. It allows AA and cast based champs to use their rotations twice or more in a fight and then become themselves again. Dunno if it will stay like this, they already said they're testing another iteration that works only on the first AA after ult from what I get.

+ Tiger to clear minions/monsters, R to initiate fights with champs.
