Is there any point where scaling health seals are worse vs magic damage dealers?

Let's say I'm vs a primarily magic damage team but they have a lot of % HP (Zac top, Mundo jg, Brand mid, Poppy support, Kog ADC), is it possible that I'd actually be tankier running scaling armor instead of scaling HP?

Considering most of that % health comes in the form of magic damage You'd technically be tankier against them even with scaling health, at least over armor
