Riot doesn't care whats stomping bronze/silver players only. if your champ got nerfed they were either Pick/Ban or Perma banned in pro play or the champ stomped across multiple levels of play and Riot got tired of it. Blaming the low elo players makes you look like a moron because Riot never has and never will balance towards us "trash players".

Zarvanis1 votesYes, because before he didn't have a passive (hyperbole). All his previous passive did was increase mana-regen based on how low his mana was. So its only purpose was to give Riot an excuse to give him absurd mana costs. His new one is the passive that used to be on his Q, but now it gives AP when he hits enemies instead of just killing minions.
His old-old passive used to steal 20% of his enemies AP. But that was a long time ago.
As a Veigar main, I like the new changes to an extent, but now people actually know he exists. Which means they complain about him. I can't remember a time when someone said anything positive about him that didn't have some negative connotation.

That's why up until this season Kat has been God tier in Bronze and Scrub in anything else.

different champion types are subject to different rules of balance, a melee carry might actually get nerfed for this reason as Morello pointed out for master yi as he burned the bronzodians
