I still dont know why yasuo doesnt have mana costs

why doesnt he have mana costs on all his abilities besides his q (because thats just an auto attack reset with a cc when his consecutively i wont count that as costing mana) but why doesnt he have a mana cost on his bullshit dashes and his goddamn w? those two abilities need to have mana because he is just so fucking toxic in lane. he desperately needs mana costs because he is just bullshit incarnate. yes i know hes not broken but he is bullshit
