Why exactly does Riot shun Yorick? Is it only because of how un-fun it is to play against Yorick, or is it something else? I always thought that, since there appeared to not be any counter play to Yorick, they just removed him from the free rotation so that no one else would get angry. I'm just looking for why Yorick isn't in the free rotation.

Well you hit the nail on the head.

Unfortunately, the nail is much larger than just that, if you get what I'm saying.

Yorick is in almost every way a failed champion from a design perspective. He's unfun to play against as he offers very little for the opponent to counter him. He's unfun to play as because if Yorick fails the stat-check, it's damn near impossible for player skill to make as gigantic a difference to Yorick as, say, Yasuo or Ekko are able to do when they are behind. Not to mention, he fails to fit his theme, as an undead necromancer he's got the lamest "fire and forget" tendencies ever, hell Annie has more interesting pet mechanics than him. There's just so much wrong with him in ways that are not easy to fix.

Yorick was supposed to get a rework so they pulled him from free rotation. And then they didn't rework him and never put him back because, like TehNACHO said, he needs a rework.

Jokes aside, a better perspective to view Yorik is as a pre-Vladimir Vladimir. He absolutely have nil decisions to make in lane. He just uses every skill whenever he can. In fact, his kit recommends him to do that mindless spamming because it rewards him with more damage when the ghouls are all out.

If you thought Irelia or Darius was bad for being ball of stats/stats check champions, Yorik is the very definition of stats check. He either kills you, or don't. For the times he doesn't kill you, he just ults himself and kills you anyway. But the moment his ultimate can no longer kill you, you win against him forever.
