He's really not good as long as he's that vulnerable. I'm guessing his winrate is inflated by scripters or Kog mains or just because he's picked situationally (with Lulu for example). He got gutted mid for no reason and is obviously better ADC but I don't think he's top tier. Doublelift, Imaqtpie and other top Challenger players talked about him and they think he's pretty bad overall. Of course though, if the enemy team sits there while your Ws up and you can wail on them, it's pretty easy.

Kog is really fucking strong situationaly when paired with very specific lane partners.

He's also really strong when played with inhumanly perfect kiting paired with Stormraider's (eg, scripters).

Given his very low pick rate, the above factors both serve to inflate his win-rate. So he's good, but he's only good in a pretty narrow range of situations. Compare that to the old machine gun Kog who was insane no matter what his team or the enemy team looked like. Being really strong when he's played to his niche should be exactly what Kog does, since if he were only average when played to his niche why not just grab a generalist instead?

Who you pick Kog into is quite a bit less important than who you pick Kog with. Lulu is your ideal lane partner since Pix + Ardent + Rageblade = Dead Everything. Obviously Kog is going to have trouble when the enemy team consists of a bunch of Divers who can annihilate him, but that's a given for Kog no matter what.

Kog does best against immobile front lines, but when do you ever run into immobile enemy teams these days?

It actually depends on both parties, because kog needs protection most of the time, but if the team doesn't have too many divers then you should be fine with a less than tanky team

for example, if I think about playing kog then I see the enemy team has something like Voli/Hec, Zed, and leona, I would absolutely NOT pick kog, because you're going to most likely get stomped and I don't think it would be worth the risk and frustration.

Conversely, if you have someone like Gragas/Janna/Lulu on your team, then you will be a lot better off in most situations as long as they can provide you with proper peel.

But you have to take both of these into consideration and try to balance them out as best as you can, because you're going to be a sitting duck most of the time while you're dishing out damage and since you have zero mobility or self peel it makes it that much harder to position/kite with him and you have to be very careful.
