Erockandroll3 votesBecause they are a little more concerned with Bugs, that with balance. (unless it's some how painfully obvious) And chances are, the people on the PBE may not be playing with a competitive nature. (They may just be screwing around, either because they can, or they are trying everything, like a real QA tester.) And in a balance sense, one week is not enough time to really figure out the most competitive (or OP) builds.
In short, the PBE is not even used for live balance. (Riot said this) Live balance is base on the performances on the live servers.

They figure out what kind of balancing needs to be done the 1st or 2nd patch cycle after something goes live.

Sarutobi1 votesI have a PBE account (I'm not too sure if it's still active though) but I generally stop using it because people don't use it as a means to test thing and just a means to get free things. It just got annoying. It doesn't help that when new things do come out they always disable customs so you cannot even test things by yourself!
